Strategic Communication

Strategic communication in a public affairs context means communicating in order to change a policy outcome or protect a licence to operate — not to generate coverage for its own sake. PA Matters develops and runs communication programmes in Slovakia and the Czech Republic that work alongside regulatory advocacy rather than separately from it.

The reason to run them together is straightforward. Decision-makers in both countries read the same small number of outlets, and a regulatory position that has no public articulation is easy to characterise by opponents and easy for a politician to ignore. Equally, a media campaign detached from a real legislative timetable spends a client's credibility for nothing.

What we do

Message development.

Translating a regulatory position into arguments that hold up in public — with journalists, on television, in front of a committee, and in front of employees and customers who will hear about it. The test is whether the argument survives contact with an informed critic, not whether it sounds good in a slide.

Media relations. Established relationships with economic, political and sector journalists in Slovakia and the Czech Republic. Briefings, op-eds and commentary placement, interview preparation and spokesperson training.

Stakeholder engagement.

Building support beyond the company itself: industry associations, chambers of commerce, employers' organisations, academics, think tanks, patient and consumer organisations, trade unions and municipalities. In Central European policy debates, a position advanced by a single foreign-owned company is discounted; the same position advanced by a coalition that includes domestic employers and civil society is not.

Crisis and issues communication.

Preparation before the fact — scenario planning, holding statements, escalation protocols, spokesperson readiness — and management during. Regulatory crises differ from ordinary reputational ones in that the audience that matters is often a dozen people in two buildings, and the communication has to be designed accordingly.

Campaign communication.

Where a policy objective requires visible public support: campaign narrative, third-party voices, digital and social components, event and roundtable formats, and public affairs-relevant research and polling.

The line we hold

We do not run undisclosed campaigns, front groups presented as spontaneous citizen movements, or coalitions whose funding is concealed. Beyond the ethical objection, they fail: in markets this small, the funder is identified, and the eventual story is about the deception rather than the issue.

Yes. Materials are produced in the working language of the audience, not translated from English as an afterthought.
